Rhys Williams
Rhys and Gwen met in college. Rhys fancied her as soon as he saw her because of her personality and looks. Rhys was aware of the stories about alien invasions. He did not believe them, speculating that they were mass hallucinations caused by terrorists putting psychotropic drugs in the water supply. When Gwen began working for the Torchwood institute, she let him believe that she worked for nothing more exciting than generic "special ops". As Gwen became more involved with Torchwood, Rhys grew irritated with her evasiveness and long hours.
Some time later, one of Rhys's company's lorries crashed and Torchwood investigated, finding alien meat in the lorry. Gwen grew suspicious and Rhys became suspicious of Gwen. He followed Torchwood to a factory where the meat was being processed and found that Gwen had been lying to him about her work with Torchwood, and suspected her of having an affair with Jack Harkness. He argued with Gwen but she eventually came clean about the true nature of her job, which Rhys eventually accepted.

Captain John Hart
Hart was a former partner of Jack Harkness during their time in the Time Agency, both professionally and sexually. During their time in the Agency, Hart was trapped in a two-week time loop with Harkness for a period of five years; after a brief argument, Hart agreed that he had been "a good wife, too". (TW: Kiss Kiss, Bang Bang) He had been in rehab for drink, drugs, sex and even murder. By the time Hart re-united with Jack, the Agency had closed.
Eugene Jones
As a child, Eugene was on the schools maths team. After a poor performance in a quiz, he was shunned by his classmates. His teacher gave him a Dogon Sixth Eye. Upon returning home, Shaun had a row with Bronwen. That night his father left and never returned. Eugene decided everything was all right so long as he had the eye. He theorised that the alien would have to return for the eye, and so he waited.
He followed the Torchwood team from the scene of his death and accompanied Gwen in her investigation of his death. He had no memory of the days before his death but they gradually returned.
Suddenly he was visible to Gwen, Torchwood and the funeral-goers. Gwen thank him with a kiss and he retrieved the eye she had dropped. With that he passed over, despite Gwen's pleas for him to stay.

Martha Jones
Martha was recruited to work for UNIT. She and Captain Jack both assumed that the Tenth Doctor put in a good word for her. At the request of Captain Jack, she visited Torchwood Three in Cardiff as a UNIT officer. Here, she became embroiled in their investigation of a private medical organization called the Pharm. Torchwood sent her into the Pharm as an undercover agent, but during the course of her investigation she was discovered, captured and the Mayflies were put into her body. Owen Harper saved her life using an alien surgical device (although she was clinically dead for a few seconds afterwards) but Aaron Copley killed him. Just as Copley was about to shoot Martha he was shot in the head by Jack Harkness.

Jack Harkness told her all about Torchwood before drugging her with retcon. However, Esther continued to research Torchwood, and later discovered that Rex's office was being thoroughly searched.

Jilly Kitzinger
Jillian "Jilly" Alexander Kitzinger was an American PR representative, working for a corporation called "PhiCorp". She met with both Oswald Danes and Dr. Vera Juarez (TW: Rendition) and expressed great interest in having both become involved with the company, even to the point of travelling cross-country to meet with them.
Later, she was ordered by PHICORP to become Oswald's personal manager, although she made it clear to him that she did not like him, as he disgusts her for what he did.

Vera Juarez
She performed emergency surgery on Rex Matheson, correcting damage to his pericardium, major veins and arteries. She also alerted Esther Drummond to the medical miracle that was going on around the world. Through her contacts at various hospitals around the United States and Great Britain, she was able to determine that no one had died for over 24 hours — a statistical impossibility.
Later on, Rex (who had joined Torchwood) broke into Vera's house for help, as his wound was getting worse. She helped him, and Rex proceeded to have sex with her. He then offended her, causing her to throw him out of her house, but she then decided to help him infiltrate PhiCorp. After the new categories of life were released, and the medical panels were disbanded, Vera decided to join Torchwood — currently a rag-tag band made up of ex-Torchwood Three and ex-CIA members — to stop the miracle. Vera went under cover inspecting an overflow camp, despite Rex's concerns, but was shot at the leg and the shoulder and put into a module with Category 1 individuals by Colin Maloney after threatening to prosecute him for not looking after the patients in the overflow camp correctly. It was then discovered that the modules were actually ovens and the Category 1 patients were being burnt alive. Maloney switched "on" the module, causing all the patients, including Vera, to be burned alive.

In 2006, he raped and murdered twelve-year-old Susie Cabina. When taken into police custody he stated that she should have ran faster. He was sentenced to death, and executed by lethal injection. However, he survived his execution since it occurred on Miracle Day. Because his sentence was technically carried out, his lawyers successfully advanced a force majeure argument, apparently flavoured with Fifth and Eighth Amendment implications, which induced the reluctant Governor of Kentucky to parole him.
He thereafter made an appearance on WWCN in which he broke down and cried, apologising profusely for his crimes. This started to shift opinion in his favour — opinion which had been solidly against him when he departed Montrose Hill State Penitentiary. Public relations guru Jilly Kitzinger thereafter offered her services to him.

Clement MacDonald
Clement MacDonald, simply known as Clem, or Timothy White by the staff of the Digby York Hospital, was one of twelve children offered to the 456 in 1965 and the only one not to be taken in that exchange. He would grow up in secret, until Torchwood Three took notice of him when he began chanting the mass message spoken by the children of Earth in 2009. He was known as "the Remnant" by the 456, who eventually "disconnected" him, resulting in his death.
Lois Habiba
She started work at the Home Office, in John Frobisher's office, on the day the 456 made contact. She discovered that there were events which involved Torchwood that made her question her loyalities. (TW: Children of Earth: Day One) Lois then decided to help Torchwood in their plight and after receiving a phone call from Gwen Cooper (who was then a fugitive) decided to meet up with her. She devised a plan for Gwen and Rhys to access the prison facility where Jack was being held and was pleased when Gwen offered her a job in the long run. (TW: Children of Earth: Day Two) The next day Gwen contacted Lois again and requested that she use special contact lenses that doubled as cameras to infiltrate Floor 13 where the 456 were to be arriving.

While running from one of her lovers, Mary found a Arcateenian in the woods. The alien took over Mary, presumably killing her, and then killed the lover. While the alien possessed Mary's body, her body didn't age and could heal from gun shots and other wounds.
"Mary", the identity assumed by the alien, developed a relationship with Toshiko Sato in order to infiltrate Torchwood 3. After she did, Jack Harkness transported her to the centre of the sun, killing her. (TW: Greeks Bearing Gifts)

AdAm Smith
At one point in time, Adam escaped from "the Void" and made for the Torchwood team, as their memories were unique. He inserted himself into the memories of all the team members, and though he had only come into their lives two days before, they thought he had joined Torchwood years before.
Carys Fletcher
One evening during a club, after splitting up with her boyfriend, Eddie Gwynne, the sex gas entered into Carys's body and used her as its vessel. Taken over by it and now able to generate powerful pheromones, she seduced and killed a young man at the club named Matt. The gas fed by stimulating its victims to the point of orgasm, at which stage their bodies exploded into dust.

Jack and Gray were just boys growing up in the Boeshane Peninsula when it was invaded by an unknown alien race described as "the worst possible creatures you could imagine". Jack was told to run away with Gray, taking him to safety. However, Jack accidentally let go of Gray's hand and lost him. He ran back but could not find him. Their father, Franklin, was killed in this same attack, leaving their mother a widow. (TW: Adam) Now a prisoner, Gray was tortured for several years. Corpses building up around him, he wished that he could join them. Soon everyone was dead and the creatures had left, leaving Gray with the "terrible things" he had learned at their hands.

ToMMY Brockless
While Thomas was St. Teilo's Hospital, mysterious time-shifts started to occur--fractures in the rift, meaning that two slices of time were superimposed and becoming confused. Torchwood Three investigated; though they could not determine at what point in the future the other slice in time existed, they recognised Tommy in one of the fractures and decided to put him in stasis and wait until the hospital entered the other side of the fracture.
Torchwood cryogenically froze Brockless; once per year (usually on 21st June), they brought him out of stasis for tests. The process gave him a unique perspective on the following century. As they had frozen his most recent memories, the shell shock was not an issue during these awakenings. In 2008, anomalous activity finally returned to the now-abandoned hospital, and the crew of Torchwood Three sent Tommy back through the rift to 1918, so his life would be like a thread, stitching time back together again.
Sadly, when he returned, his shell shock also came back, and three weeks later he was shot by a British Army firing squad for cowardice.
